This drawing is a mash-up of two Norman Rockwell paintings: New Kids in the Neighborhood (Negro in the Suburbs, 1967) and one of his earlier illustrations, Roadblock (1949). 

I won't comment too much on this piece. Let's just say there's enough tension and misunderstanding in the world. The news media promoting every potential conflict like a UFC title card doesn't help.
